"ios_chrome_unittests" is flaky

Issue description

"ios_chrome_unittests" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

Sheriff here. The most recent flakes show crashes in BrowserViewWranglerTest.TestInitNilObserver, but previous flakes are also caused by failures in other tests.

meade: I've usptreamed most of the code from downstream iOS repository so more than 50% of the Chrome on iOS code blames to me even though I've not authored nor reviewed it.

Allow using a BrowserViewController without BookmarkModel for testing.

Loading the bookmarks introduce some synchronisation point (as it is
done in a background sequence) which may be the causing the flakes
of BrowserViewWranglerTest.TestInitNilObserver.

Change BrowserViewController to works if the BookmarkModel has not
been created and change the test to not create it.
