Remove unnecessary non-chromeos base classes in ash

We're dropping support for ash_unittests on Windows and non-chromeos Linux. Find cases where we have FooClass and FooClassChromeos and collapse the two, unless the division is for testing.

I think this is only TrayAudioDelegate. I'll file a separate bug for that.
