Issue with new tabs (but theres more)

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36

Steps to reproduce the problem:
1. Open at least 1 new tab (doesnt happen consistently)
2. New tabs often do not display the webpage content (instead a black screen, or a white screen, or a combination of both, or frozen content from a previous browser window)
3. 

This doesnt always happen. if I open a new browser window it always works. It also seems that once this issue happens for a browser window, that window is corrupted and only the first tab works. 

What is the expected behavior?
New window displays content

What went wrong?
NO CONTENT.  And sometimes the content looks super weird like this:

Also, the rn debugger[1] is super slow when this issue happens

Did this work before? N/A 

Chrome version: 54.0.2840.98  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 23.0 r0

I tried re-installing, logged out, deleted all my extensions. this also happens incognito..

Please help. This screws up chrome debug console in a major way, and I can only debug using alerts before I go mad!

for the love of god, anything?

Is this a mac issue? My computer is 5 years old and I have more reasons to get a new one than to keep this one. Please help. 
Can you go to about:gpu, print it as a PDF, and attach the result?

Also, have you upgraded to 10.12. Can you see if it reproduces when you do that?

And no I have not upgraded to 10.12 yet, I will back up my computer tonight and to that tomorrow.
