Apps on Google bar are disabled

Issue description
Chrome Version : Version 54.0.2840.99 (64-bit)

Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari: Not tested
Firefox: Not tested
IE: Not tested
What steps will reproduce the problem?
(1) Click on Google Bar
(2) Trying to launch either of Google Apps
(3) They are disabled!
What is the expected result?
Successful launching.
What happens instead?
Cannot click.
Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce the issue on windows-7, Mac-10.11.6 and linux Ubuntu 14.04 using chrome stable version 54.0.2840.99 and latest canary 57.0.2926.0 with the steps mentioned above. Please find the attached screen-cast. Could you please try in a clean profile without any apps and extensions and please let us know your observations. Thanks..

Yes, I tried it with another account and the above apps are active there. So the reason lies in Google Account (privacy) settings. But what settings?
