It is possible to open the OriginInfoBubble in about:blank by clicking on the info button next to the url. 
If you use the bubble to change a content setting in a release build, it creates an invalid content setting entry. In debug builds chrome crashes with a failed DCHECK.

I would expect that about:blank doesn't show the OriginInfoBubble, similar to how is works in settings.
