Can't connect to any web-based authentication WIFI

Reported by jian.tur...@gmail.com, Nov 18 2016

Issue description

# Machine and Platform

HP Chromebook 11
Version 54.0.2840.93
Platform 8743.83.0 (Offical Build) stable-channel daisy_spring
Firemware Google_Spring.3824.129.0

# Network info

SSID zzuwlan is a web-based authentication WiFi, hosted by my university. Device connected to it can't get network access without authenticationcan in a web page by offering username and password.

# Description

when trying to connect to 'zzuwlan', the wireless icon in the task bar changes between 'connceted' and 'disconnect' in every 5 seconds.
In the meanwhile, the browser tells me no network connection. ( it should pop up a window to let me authenticate )

# Logs

I cleared /var/log/message and /var/log/net.log, restarted the machine, then got the logs in the attach files. Hope that helps

The contents of file /etc/resolve.conf are:
nameserver 10.10.10.10
nameserver 202.196.64.1
search wlan.zzu.edu.cn
options single-request timeout:1 attempts:5

;; I'm not a native English speaker, sorry for my poor English if it is hard to understand.
