Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.0 Safari/537.36 Steps to reproduce the problem: 1. Enable Full Keyboard Access in Keyboard.prefPane 2. Visit a website that requests a client certificate What is the expected behavior? I expect to be able to navigate the modal dialog with the Enter, Space, and Tab keys. What went wrong? None of these standard keyboard shortcuts do anything, and mouse interaction is required to proceed. Did this work before? N/A Chrome version: 56.0.2924.0 Channel: canary OS Version: OS X 10.12.1 Flash Version: Shockwave Flash 24.0 r0

[mac triage] we should ensure the toolkit-views version of the dialog is accessible. The Cocoa dialog has no maintainer.

This is a system-provided dialog (SFChooseIdentityPanel), so I'm not sure how much power we have to fix it beyond filing a radar.
