New user manager offers creating Supervised Users to Child accounts |

Issue descriptionRepro: - Have a profile with a child account signed in. - Manage people -> Add person -> Check "Supervise this person..." The manager dropdown that appears lists all signed-in profiles, including those of child accounts. However, child accounts can't have supervised users of their own, and trying to create one doesn't work (the spinner just spins forever).
