Stub out consumer ownership for Linux builds

Issue description

Running a target_os="chromeos" build on Linux, the first user to login is not properly registered as device owner (as can be seen under Settings --> Manage other users).

Hi Thiemo, I'm not sure that it's enterprise bug. Seems more related to build gn

"consumer ownership" is pretty much by definition not an Enterprise issue :)

Agreed that we should fix this so we can test OOBE properly on linux.
