Issue descriptionVersion: 56.0.2924.0 OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome -> Click on avatar icon (2)Now click on 'Manage people' option for User Manager window-> Click on 'ADD PERSON' (3)Add 11 persons-> Now Maximize the window and observe font of User names(Please refer video) Expected: Font should not be seen small or User Names on maximizing User Manager window Actual: Instead Small Font is seen if there are more than 10 persons This is Regression Issue Broken in M-52 Manual good and Bad Builds: Good Build: 52.0.2713.0 Bad Build: 52.0.2714.0 will provide Tool bisect info soon

Currently when the view port is larger, as per the design, each user card scales to 0.8 of original size. However, this scaling down includes the name text, which makes it a bit harder to read. Verified this issue on Windows-10, Ubuntu 14.04 and Mac OS 10.12.6 using chrome latest M64 #64.0.3255.0 by following steps mentioned in the original comment. Observed the fonts are looking normal even after maximizing the user manager window. Attaching screen-shot for reference, hence adding TE-Verified label for M64. Thanks!
