What steps will reproduce the problem?
1) Launch chrome, go to chrome://apps, right click and select ‘Inspect’ option.
2) Click on Toggle device toolbar button, in emulated view, click on ‘Sign in’ button.
3) Close Sign in overlay and observe the Sign in button focus ring.

Yellow focus ring is seen for Sign in button.

Blue focus ring should be seen for Sign in button.

This is a Regression issue broken in M-50, below is the bisect info
