Scrolling is very slow and discontinuous in some web pages

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2922.0 Safari/537.36

Steps to reproduce the problem:
1. Open url: https://www.trendyol.com/Hummel---Yetiskin--cocuk/ButikDetay/54395?utm_source=aff&utm_medium=milliyet_cpm&utm_campaign=milliyet_magazin_pageskin_hummel_17112016
2. Try to scroll with mouse wheel
3. Scroll performance is bad. It is laggy and discontinous. 
4. See same scrolling on Microsoft Edge (See attached videos)

What is the expected behavior?
Scrolling should be smooth

What went wrong?
Scrolling is bad. 

Did this work before? N/A 

Chrome version: 56.0.2922.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Unable to reproduce the issue on Win10/64 bit - 56.0.2922.1 [Dev] & on Canary Builds 56.0.2924.0 & 57.0.2926.0 using the Logitech mouse.

Can you please upgrade to the latest Dev & Canary builds available and update the issue if you still see the issue ?

i tested in all channels including stable dev and canary. I can see the issue in all channels.

Unable to reproduce the issue on win10/64 bit using latest chrome canary M57 #57.0.2929.3 using logitech M100r mouse.

Attached screencast for reference.

i still have the same issue with latest canary.

Scrolling is impossible when page is downloading images in the background. 

It is not about mouse becase scrolling with keyword arrow keys are impossible too.

In microsoft edge scrolling is very smooth although page is loading images at background.

Unable to reproduce the issue on win10 chrome version 56.0.2924.18 and canary 57.0.2945.0 - scrolling was smooth both with mouse as well with keyboard

Could you please upgrade to latest dev and with a new profile see if issue still exists. You can create a new profile from chrome://settings

Easily reproducible here in Chrome versions I have tried: 45, 54, 57.
Also, the screencast in #4 doesn't exhibit smooth scrolling.

1. open https://www.trendyol.com/Hummel---Yetiskin--cocuk/ButikDetay/54395
2. close the page popup
3. scroll to the end of the page
4. scroll up/down using the mousewheel

The important step is 3.
