When a physical keyboard is connected and the cmd+T shortcut is used to open a new tab, the omnibox should immediately start accepting text. Currently, an explicit omnibox focusing action is required (cmd+L or tap on omnibox).

Desktop does this, and using a keyboard it's a very natural habit to start typing immediately on iPad after opening a new tab; but nothing actually happens.

Obviously, we shouldn't change the behavior without a physical keyboard.
