XMLHttpRequest.getResponseHeader("content-type") returns request content type

Reported by damien.a...@gmail.com, Nov 18 2016

Issue description

Version 54.0.2840.98 (64-bit) and 56.0.2924.0 canary (64-bit)

Other browsers tested:
    Firefox: 49.0.2 OK

What steps will reproduce the problem?
(1) Send an AJAX call with a file and Content-Type:multipart/form-data; header
(2) On the server return a HTML document with Content-type text/html in the header
(3) The instance of XMLHttpRequest will return .getResponseHeader("content-type") with "multipart/form-data" rather then the sent "text/html"

Can you please provide either a network trace (following instructions here: https://dev.chromium.org/for-testers/providing-network-details) or the URL of a page that reproduces this problem?
