Issue description
Version 54.0.2840.98 (64-bit) and 56.0.2924.0 canary (64-bit)
Other browsers tested:
Firefox: 49.0.2 OK
What steps will reproduce the problem?
(1) Send an AJAX call with a file and Content-Type:multipart/form-data; header
(2) On the server return a HTML document with Content-type text/html in the header
(3) The instance of XMLHttpRequest will return .getResponseHeader("content-type") with "multipart/form-data" rather then the sent "text/html"
