Regression: Scrollbars are seen behind the History entries on resizing chrome://history page.

Version: 56.0.2923.0/8999.0 dev-channel Falco,Gnawty and Blaze
OS: Chrome 

What steps will reproduce the problem?
(1)Sign in to chrome>>Navigate to chrome://history page(Make sure you have more history entries)
(2)Resize the window till you see horizontal& vertical scrollbars>>Now scroll the page and Observe scrollbars.(Please refer video)

Expected:Scrollbars should be seen at extreme end of the page.
Actual: Instead scrollbars are seen behind the history entries card.

This is Regression issue as it is working fine in 54.0.2840.101/8743.85.0 stable channel butterfly.

Note: Issue is not seen in Linux.

Issue is not seen in Linux it is seen only in Chrome-OS.

Good build: 54.0.2840.101/8743.85.0
Bad build: 56.0.2923.0/8999.0.0

Issue is only seen in chrome OS so unable to provide per-revision bisect.

Checked in latest beta 55.0.2883.64/8872.64.0 and issue is not seen.So,

Good build: 55.0.2883.64/8872.64.0
Bad build: 56.0.2923.0/8999.0.0

i just tried on ChromeOS on M57 and I think this is just an artifact of overlay scroll bars
