Focus issue is seen in chrome://md-settings page.

Version: 56.0.2924.0 3a87aecc31cd1ffe751dd72c04e5a96a1fc8108a-refs/heads/master@{#433059} (64-bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings 
2. Now press tab key to bring focus on arrow icon of 'Import bookmarks and settings' and press 'Enter' key to open overlay
3. Now press 'Esc' key to close 'Import bookmarks and settings' overlay and press 'Tab' key and observe the focus travel

Actual: Focus does not move to next 'Theme external' button icon instead it goes to close button on NTP
Expected: Focus should move to next button or option on page

This is a non-regression issue, seen from M-56 series as 'import bookmarks' feature appears from build # 56.0.2922.0

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux and as this is a Non-Regression issue, changing the status to Untriaged so that it would get addressed.

This is now fixed. The button that trigger the dialog is focused once the dialog is closed.
