[DevTools] Unnecessary arrow pointer appears on slider bar for shadow editor Window.

Reported by dmascare...@etouch.net, Nov 18 2016

Issue description

Chrome Version: 56.0.2922.0 (Official Build) 4793d9335b9ce611e2deb40863793fa785773200-refs/heads/master@{#432511} 32/64-bit.
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, go to NTP and open 'DevTools' window.
2. Go to 'Style' section and hover the mouse pointer on three dot icon to open menu icons.
3. Click on 'Add box-shadow' or 'Add text-shadow' icon to open the shadow editor window.
4. Now, drag the slider of 'Blur' or 'Spread' and observe the mouse pointer.

Unnecessary arrow pointer appears instead of hand pointer on slider bar.
Hand pointer should be appear on slider bar.

This is a non-regression issue, seen from M-55 series, as shadow editor window seen from build # 55.0.2863.0

Thanks for the report.

@chowse: Do you think a hand cursor icon is appropriate here? To my knowledge, I don't think we're using sliders anywhere else except perhaps the Bezier editor.

This is working as intended. TMK, we use the arrow pointer (cursor: default) when hovering over any part sliders that appear in Chrome.

For example, look at the <video> element's playback/volume controls:
https://www.html5rocks.com/en/tutorials/video/basics/#toc-captions

Or the default <input type="range"> control:
http://www.wufoo.com/html5/types/8-range.html

These are the first instances of sliders in DevTools, and at no point did they use the hand cursor (cursor: grab).
