What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings and import bookmarks and click on toggle button on import bookmarks and settings overlay and observe the bottom of page.

Actual: Weird flickering is seen at the bottom of the page after clicking on toggle button
Expected: Weird flickering should not be seen at the bottom of the page after clicking on toggle button

This is a non-regression issue, seen from M-56 series as 'import bookmarks' feature is working from build # 56.0.2924.0
