#enable-md-downloads removed from chrome://flags...?

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.1 Safari/537.36

Steps to reproduce the problem:
*unsure of when this was removed but the flag is still available in the live channel.*

In live: 
1. Goto chrome://flags/#enable-md-downloads and set it to 'disabled'
2. Relaunch browser, and reopen the downloads page.
3. Verify the downloads page is no longer using Materiel Design...

In current Chrome Canary build:
1. Goto chrome://flags/ Verify that there is no setting to disable Material design for the downloads page (while all of the other pages still remain configurable).

What is the expected behavior?
To be able to configure whether or not the browser uses the Material design UI for the downloads page.

What went wrong?
Explained above.

Did this work before? Yes ~2 Weeks ago.

Chrome version: 56.0.2924.1  Channel: 
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Tested the same on win10 chrome version 56.0.2924.3 - observed that there is no such flag #enable-md-downloads in chrome://flags

Could not see this flag from stable version 54.0.2840.99 as well

Could you please recheck and update the thread.

It appears the #enable-md-downloads flag was removed from Chrome in version 50 and later...

Not sure if this was done on purpose, or if there was indeed a regression?

All flags exist only for testing purposes while new/unstable features are developed/tested. Even those flags that exist for many years. Material design related flags are removed once the corresponding feature is implemented completely and committed to stable channel (which means that the flag still exists in the next 2 stable releases) because the old non-material design is also removed so there's no meaning in keeping the flag.
