SecureShell should be switched to use event pages instead of a background page |

Issue descriptionToday SecureShell runs a background page task constantly, even when the extension is not in use. (on my MBP right now its consuming 78MB of RAM and 0.5-0.6% of a CPU core, according to Chrome's Task Manager). The extension should be converted to using Event Pages instead of background pages (https://developer.chrome.com/extensions/event_pages#transition). Chrome Version : 56.0.2914.3 OS Version: OS X 10.12.1

Tested the issue on chrome Stable #55.0.2883.87, Canary 57.0.2950.0 in Ubuntu14.04 and was able to reproduce the issue.Please find the screen shots for reference. This is a Non-Regression issue since seeing this from M35 #35.0.1849.0, Making the status to Untriaged so that the issue would get addressed. Note : Able to reproduce the issue in MAC 10.12 and win 10.0 Thank you.
