SecureShell should be switched to use event pages instead of a background page

Project Member Reported by fischman@chromium.org, Nov 18 2016

Issue description

Today SecureShell runs a background page task constantly, even when the extension is not in use. (on my MBP right now its consuming 78MB of RAM and 0.5-0.6% of a CPU core, according to Chrome's Task Manager).
The extension should be converted to using Event Pages instead of background pages (https://developer.chrome.com/extensions/event_pages#transition).

Chrome Version : 56.0.2914.3
OS Version: OS X 10.12.1
