Regression : Unwanted movement of 'Custom fonts' page is seen in chrome://md-settings/fonts.

OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/fonts
2. Now press tab key to bring focus highlight to 'Minimum font size' button and press Right/Left arrow keys from keyboard,observe

Actual: Unwanted movement of 'Custom fonts' page is seen after pressing Right/Left arrow keys from keyboard
Expected: Unwanted movement of 'Custom fonts' page should not be seen after pressing Right/Left arrow keys from keyboard

This is regression issue, broken in ‘M 55’ and will soon update other info :
Good build:55.0.2875.0 
Bad build: 55.0.2876.0

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2875.0 (Revision: 421703).
Bad build: 55.0.2876.0 (Revision: 421986).

You are probably looking for a change made after 421964 (known good), but no later than 421965 (first known bad).

Just to  update the latest behavior, Issue is still able to reproduce it on Ubuntu 14.04 using chrome latest Beta #55.0.2883.59.

dbeam@ Could you please take a look in to this issue.
