[Chrome][M54][Android 7.0] OMA DD file download failure report

Issue descriptionExample URL: http://sqaap1.htc.com.tw/OMA-Download.html Steps to reproduce the problem: 1. Launch Chrome 2. Go to http://sqaap1.htc.com.tw/OMA-Download.html or any site with OMA DD files 3. Click the link in the "Forward lock" row What is the expected behavior? OMA DD file is downloaded successfully. What went wrong? When it is first trial for user to download OMA DD file, download fails. But from second trial of download, it succeeds. Did this work before? Yes M52 Chrome version: 54.0.2840.99 Channel: stable OS Version: 7.0 Flash Version: Shockwave Flash 23.0 r0 It is only reproducible on LG device with M54.

Looks like the error dialog was actually from LG's DownloadManager implementation, will check why it blocks the OMA download though.

Ok, the problem lies within LG's implementation of DownloadManager.openDownloadedFile(). Chrome calls DownloadManager.addCompletedDownload() to add a download into Android DownloadManager. However, if the file is a dd file, LG's DownloadManager.openDownloadedFile() generates the error dialog and throws an FileNotFound exception. Chrome can work around the issue since it already knew the download path if the download goes through chrome's network stack, but LG needs to fix the issue.
