MD Shelf/Tray: RTL help page not loaded in RTL language

Switch language to Arabic 
Enable the Accesibility option in settings
Open the Uber Tray
Click the help icon

Expected: Arabic help page
Actual: English help page

Yi, I think I remember you saying that the new URL for the help button in the a11y detailed view should automatically redirect the user to the help page in the preferred language. Would you mind double-checking that the URL is correct?

I think the browser needs to know your preferred languages first, then it remembers your choice and always show the help page in that language for you in the future. It seems to be that the web browsing language is not necessary the same as the system language for some people.
