MD Shelf: Toggle button not reversed in RTL

Switch language to Arabic
Open Uber Tray
Go to Wifi or Bluetooth pane

The toggle button to enable bluetooth/wifi is not flipped. You swipe to the right to enable. 

Compare this to the volume slider that you swipe to the left to get 100% volume.
