ChromeOS bisect hack does not always work

Issue description

To bisect ChromeOS builds on Linux, one can try to run:

tools/bisect-builds.py -a chromeos

It should work for new builds starting today, since we fixed  bug 666448 . However, old builds were missing icudtl.dat, so they don't work. We tried to adding a hack to make it work in r312586, but the hack does not always work because different versions of ICU require different versions icudtl.dat.

We should either try to do something smarter to get the right icudtl.dat out of git's history... maybe, or just drop the hack since it's broken.

This is not a localization bug. Can't confirm that it's still relevant to the current English UI.

ecacho: This is a developer process issue when testing with old versions of the browser, not something one can observe with the current product.
