Some apps don't appear as launched in the shelf unless they are pinned

M56 ToT

Open Youtube from the launcher
An icon appears in the shelf to show it is opened

Open Google Drive from the launcher
An icon DOESN'T appear in the shelf to show it is opened
Close Google Drive tab

Pin Google Drive to the shelf
Click it
Google Drive icon show highlight underneath it


Note: This happens with the old UI and the new UI

Youtube doesn't appear in the shelf for me when I click it in the launch, so the behavior seems consistent across v1 apps. Is it a recent regression?
