Root cause is that /run/imageloader/PepperFlashPlayer is not always mounted, hence the flake. This is the code that does the mount: https://cs.corp.google.com/chromeos_public/src/platform/imageloader/imageloader_impl.cc?l=271 https://chromium-review.googlesource.com/#/c/413226/ should take care of it.
