Invalid tracking area for omnibox icons

Issue description

Steps to reproduce:
1) Got to https://permission.site
2) Click on microphone to get the microphone bubble
3) Allow it
4) Click on the microphone icon and select "Manage settings"


What happen? We hit a DCHECK for tracking_area_owner_

I can reproduce this in Chromium ToT, like this:

1) Focus the omnibox and type the name of a saved search engine like "google.com"
2) Press tab to set that as the active search engine.
3) Right click on the search engine name.
4) Without moving the mouse, left click.

I think it's the same issue, but LMK if I should file a fresh bug.
