This behavior looks like a failing GPU. Please try another machine and report the findings.

Unable to reproduce the issue on Ubuntu 14.04 using chrome stable #54.0.2840.100 and latest dev #56.0.2922.0. Attached a screen cast for your reference. Also attaching the gpu details of the linux system on which this issue was tested. Following are the steps followed to reproduce the issue. ------------ 1. Launched chrome browser. 2. Opened 2 sites and moved cursor on the links. 3. Did not observe any pixel shifts. vane0kravitz@ - Could you please check this issue on chrome stable #54.0.2840.100 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Unable to reproduce the issue on Ubuntu 14.04 using chrome stable #54.0.2840.100. This issue has been reported on OS Version: ubuntu 16.04. The Ubuntu 16.04 is not available with us. Hence, adding TE-NeedsTriageFromMTV for further investigation. Thanks...!!

I still think this is an issue with corrupted GPU memory related to drawing the cursor, hence my request to try a different computer if at all possible. The GPU team may have some other insight.
