PDF Title Not Showing on PDF Preview

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36

Steps to reproduce the problem:
1. Open the attached PDF in Chrome.
2. Notice that the title is now showing (see screenshot).
3. Title can clearly be seen in the PDF's properties.

What is the expected behavior?
Title of the PDF should show rather than the file name.

What went wrong?
PDF file name showing instead of the PDF title.

Did this work before? No 

Chrome version: 54.0.2840.98  Channel: stable
OS Version: OS X 10.12.1
Flash Version: Shockwave Flash 23.0 r0

This doesn't happen with all PDFs, but the PDF attached is an exception.

The title is in some XML structure in the attached PDF. IIRC, other PDFs have it in a simpler PDF dictionary structure. As is, the PDF plugin asks PDFium for the title, but most likely PDFium does not know how to parse the XML structure, and it just shrugs and says no title. In which case, the PDF plugin falls back to the file name.
If it helps, I'm attaching a PDF that is correctly showing the title in Chrome and is nearly identical to the PDF that is not working and attached to this issue. When viewing the XML (exporting to XML 1.0 through Adobe Acrobat) the XML is nearly identical (even the titles) between the two PDFs, except for understandable attributes such as ModifyDate, CreateDate, and Producer. Due to this, it makes me question whether or not XML parsing is the issue here.
