I believe the event exists, because the code is shared with the desktop. On the desktop, there is such option in Clear Browsing Data dialogue.

No, I am not, but I believe that then we would be told about this during the privacy review. However, only Clear Browsing Data dialogue was mentioned. 
  

I see. Ok, on desktop it makes sense. Because there is indeed a downloads history (even if the user deletes the downloaded file via the filesystem, Chrome still remembers the download).
Since such a thing doesn't exist on Android, I'd say we stick to the YAGNI principle and close this bug. :-) SG?
