What steps will reproduce the problem?
(1) Visit https://google.com or any other site with a verbose security chip state.
(2) Start typing in the omnibox.

What is the expected result?

Security chip animates out smoothly or disappears immediately.

What happens instead?

I can't tell exactly. I think the omnibox might be flashing the text of the verbose state without the chip around it, or something? See attached screencast, which is in slow motion.
