Elements are not prefilled upon navigating back

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:

This bug is reproduced and similar issue I am getting in my application

1. https://www.expedia.com/things-to-do/rome-in-1-day-the-vatican-colosseum-ancient-rome.a166365.activity-details?srp=true&location=rome

2.Modify the selection list of Available on , Adult and  Child selection box and click on book.

3. Click  on Continue booking

4. Click browser back button to navigate back to the 
https://www.expedia.com/things-to-do/rome-in-1-day-the-vatican-colosseum-ancient-rome.a166365.activity-details?srp=true&location=rome

5. The selection list are not prefilled with previous values and also the default selected option is also note selected.

What is the expected behavior?
 The selection list should be prefilled with previous values which user have selected

What went wrong?
 The selection list are not prefilled with previous values and also the default selected option is also note selected.

Able to reproduce the issue on MAC 10.11.6, Windows 10 and Ubuntu 14.04 using chrome reported version #54.0.2840.71 and latest canary #56.0.2922.0.

This is a non regression issue as it is observed from M30 old builds.

Hence, marking it as untriaged to get more inputs from dev team.

Weird - if you click on the "8:30 AM English Commentary Tour - Rome in 1 Day: The Vatican, Colosseum & Ancient Rome" link (after clicking on "Book") instead of "Continue booking" and then click on back, the selection is restored.

Actually, when I tried it again, even "Continue booking" restores the selection.
I guess it is a race (the website might be prefilling the selection box after the browser or something, not sure what can be done here) or a memory cache issue.

I investigated this issue.

The page has six <select> elements now, and all of them has name=select attribute. Blink can't use name attributes to distinguish them, and try to save and restore values in DOM tree order.
However, it seems the DOM order on saving and the DOM order on restoring don't match. So Blink fails to restore values to some <select> elements.

I assume this is a dupe of Issue 252710.
