Regression:Glimpse of unnecessary vertical scroll bar is seen in chrome://history page.

Issue descriptionChrome Version:56.0.2922.0 (Official Build) 4793d9335b9ce611e2deb40863793fa785773200-refs/heads/master@{#432511} (32/64-bit) OS: Windows (7,8,10),Linux (14.04 LTS) Precondition: Navigates to few webpages such that history gets generated on chrome://history page. What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://history page. (2)Open devtools and click on ’Toggle device toolbar’ icon. (3)Now click on ‘Actions’ iron icon of 2-3 entries and observe.(Kindly refer the video) Actual:Glimpse of unnecessary vertical scroll bar is seen. Expected:No such glimpse of unnecessary vertical scroll bar should be seen. This is a Regression issue broken in M-55,will soon update other info. Good build:55.0.2874.0 Bad build:55.0.2875.0

This does not look related to DevTools, but rather the implementation of the dropdown element. Does not reproduce on Mac.

Just to update the latest behavior, Issue is still able to reproduce it on Ubuntu 14.04 using chrome latest Beta #55.0.2883.59. tsergeant@ Could you please take a look in to this issue. Thanks!
