h5 page scrolling lag on chrome android 6.0 with greenify enabled

Issue description

Steps to reproduce the problem:
1. Open chrome(test version is v54.0.2840)
2. Download Greenify software and enable it
3. Open the html I have attached(scroll.html) in chrome, this html page using  overflow scrolling with a div
4. Scroll the page, u will see the lagging scrolling
5. use other browsers it works fine

What is the expected behavior?
scroll very smooth

What went wrong?
h5 web page:
elements overflow scrolling in other android version works well,
but on android 6.0 and with Greenify enabled the page will broken.
Disable Greenify will work well again, or use other browsers.

Did this work before? Yes before android 6.0

Does this work in other browsers? Yes

Thanks for reporting the issue. This issue could not be reproduced on Samsung Galaxy S6 Edge/MMB29K. Can you please provide your device details like name & model? Also, please provide video of the issue, if possible.

The device details:
Model name: Moto G

I also tried other devices under android 6.0, but the same behavior as Moto G.
I attached a video below in which the issue has been reproduced.

Hi bokan,

I enabled Automated Hibernation option of Greenify in Settings --> Accessibility, the attachment image will show.
And more operation details please watch the video attached in #c4.

Ok, managed to reproduce and attached a trace. It looks like the browser process starts handling an AccessibilityHostMsg_Events message and it disappears for ~250ms. +dmazzoni@, would you mind triaging?
