Regression: Hangouts webview got crashed when trying to drag-over an image

Issue description

Version:  56.0.2923.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Sign in to user and add above Hangouts extension
(2)Drag an image file from local machine and hover on hangouts extension to drop and observe.

Expected: Hangouts webview should not crash when trying to drop an image.
Actual: Instead webview crash is seen.

This is a regression issue. Will provide bisect info soon.

Able to reproduce the issue on Mac OS 10.12 using chrome latest Dev M56-56.0.2923.0. Observed crash while dragging images to the hangout extension.

While performing python tool bisect we were not able to repro this issue due to the note condition mentioned in the comment #1 "saying issue is seen only when you upgrade/re-install chrome".

Hence providing manual CL below as per omahaproxy and assigning it to the concerned owner for more inputs.

All three of the CLs mentioned in comment 7 are on the M56 branch, so I don't think a merge is needed.  (The first two landed before branch cut, and the third was already merged.)
