CL in rietveld depends on CL in gerrit may have trouble in CQ dry-run

The CL in rietveld does not pass dry-run.
CQ dry-run cannot processes CL's involving rietveld and gerrit?

In general, wontfix. We don't and won't support dependencies between rietveld and gerrit CLs. In fact, if you just create two dependent branches, you shouldn't be able to upload from the second one to a differing codereview system:

origin/mater
|-> base       (gerrit)
   |-> feature  [$git cl upload --rietveld] will fail.
