Support UNPACK_SKIP_IMAGES for uploads of HTML images, etc. to textures

Issue description

Currently Chrome ignores the UNPACK_SKIP_IMAGES pixel storage parameter when uploading HTML images and other DOM sources to WebGL textures. There are currently no conformance tests for this functionality. Some should be added for WebGL 2.0.1, and Chrome should pass them.
