Remove ECDSA CBC escape hatch

https://codereview.chromium.org/2510633003/ will add an ECDSA CBC escape hatch. This CL is so I remember to remove it if the removal sticks.

If I'm doing math correctly, trunk being M59 will align when with M57 (M56 is the removal target) hits stable, which is my usual heuristic for concluding a removal has stuck, so tagging with that.
