https://invalid-expected-sct.badssl.com/ has a Symantec cert but no SCTs.
On Desktop Chrome this produces, as expected, a warning page with the error NET::ERR_CERTIFICATE_TRANSPARENCY_REQUIRED.

However on Chrome on Mobile (Android, version 54.0.2840.85) this warning does not appear.

Mainly filing this to document if it's the intended behaviour or track if we should fix this.
