Remove Atl-F10-x from Public Session Computers

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.12; rv:49.0) Gecko/20100101 Firefox/49.0
Platform: any

Steps to reproduce the problem:
1. Start a Chromebox in the Public Session
2. Start an Extension Preferably the Libdata Libshield APP
3. Enter Alt-F10-x

What is the expected behavior?
Alt-F10-x would be ignored

What went wrong?
The session is reset with the APP not active. This is not good for an APP that is monitored.

We have a time/print Management tool for Chrome devices typically used in Public Libraries. It works well, except when you enter Alt-F10-x - the APP is disabled and we lose contact with the Chrome Device. We have around 500 computers using this APP, with about 5000 users per day, and to our knowledge only one person has figured this out so far, but it seems to us that this is something that needs to be fixed for the Public Session mode.

sduraisamy@ - is this something you can look into? This invokes a ChromeOS crash (wia), but we should have an enterprise policy to turn it off (and it should be off by default for enterprise enrolled devices.
