Issue descriptionChrome Version : 54.0.2840.99 (Official Build) m (64-bit) URLs (if applicable) : https://quickdraw.withgoogle.com/ Other browsers tested: Chrome only feature What steps will reproduce the problem? Play the Quickdraw game. As the AI guesses, it will read out the answers. Mute the tab, and it will continue to make noise. What is the expected result? Tab muting. What happens instead? Noise continues. Please provide any additional information below. Attach a screenshot if possible. Other tabs mute successfully.

The audio icon does not appear until the timer ticks down close to 0. At that point, the audio icon appears and can be used to mute the timer ticking, but not the voice. I wonder if this uses some kind of TTS API Chrome provides. If so, page-triggered TTS should probably be routed such that it is treated as "tab-played audio" so it gets an icon and can be muted. Not sure who should own this. ->miu might know.

Because TTS is using native speak synthesizer, it completely by-passes the code that mutes a tab or detects if a tab makes sound. I believe that when called from the Web API, TTS should provide audible indicator and be affected by site/tab muting. Assigning to dmazzoni@ as he seems to own TTS.
