Issue description

Add OK or FAIL after other browsers where you have tested this issue:
Safari 5: N/A
Firefox 4.x: N/A
IE 7/8/9: N/A
What steps will reproduce the problem?
1. Open some webpage, for instance https://plus.google.com/+Google. Wait for the page to fully load.
2. Make sure the page is responsive (scrolling works, mouse cursor changes based on context, etc).
3. Press Ctrl+U to open the HTML source of the page.
4. While the source is being loaded, try to scroll the original page.
What is the expected result?
Page scrolls just fine.
What happens instead of that?
The original page freezes until the HTML source tab finishes loading. Nor does mouse cursor changes to "hand" when hovering over links.
Please provide any additional information below. Attach a screenshot if
possible.

Unable to repro the issue on Linux 12.04 chrome version 56.0.2924.3 - after step4 the page scrolls fine' Could you please upgrade to latest dev and let us know if issue still exits

I can reproduce this issue on version 56.0.2924.3 dev (64-bit). I am not sure how I can demonstrate the bug. Screen recording won't show when I press mouse scroll wheel, for example. I am a Googler working from Mountain View. I can show the issue in person if that'd help.

Able to reproduce the issue on Linux chrome version 56.0.2918.0 - The original page freezes until the HTML source tab finishes loading. mouse cursor doesn't change to "hand" when hovering over links. This is a non regression issue existing since M40 40.0.2172.0
