Remove non-EarlGrey test utilities from //ios/web:earl_grey_test_support

Some test utilities that are not dependent upon EarlGrey are in earl_grey_test_support.These should go into "test_support"

Move web_view_interaction_test_util out of earl_grey_test_support

This test utilitiy doesn't rely upon EarlGrey, and users of it
shouldn't be coupled to EarlGrey.
