The external storage drive contains results files and container cache. When a moblab is powerwashed and the old container cash still sits in the storage, functionality on moblab is affected.

So, whenever a powerwash is detected or if a external storage device is used interchangeably between different moblabs, the external storage device has to fully formatted.
