DevTools: logging window object should prioritize user variables, not builtins

Issue description

When expanding the window object, a user first sees 'Infinity' and a bunch of built in classes.  Usually, I want to see the global variables I have defined, and this forces me to scroll through pages of properties I'm uninterested in.

Similar to 508056, we should explore
- whitelisting built in properties
- sorting by alphabet case-insensitive
- sorting non-enumerables lower
