Issue descriptionChrome OS 56.0.2920.0/8992.0.0 peppy Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1)Go through OOBE (2)Go to Connect Network (3)Select any network Expected Result: Scroll bar and network selection should not overlap Actual Result:Scroll bar and network selection overlaps How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) What is the impact to the user, and is there a workaround? If so, what is it? Please provide any additional information below. Attach a screen shot or log if possible.

Normally the scrollbar is transient, so this isn't really noticeable, is that not the case in OOBE? I believe this is working as intended, the scrollbar is designed to overlay the content without resizing (which can cause all sorts of artifacts). Either way, this is definitely not a P1.

I have occasionally seen the "fat" scrollbar in the settings UI, but not reliably and not recently. The main thing I notice in that screenshot is that we should limit the height of the network dialog in the OOBE UI, it shouldn't run all the way to the bottom of the window (and if extends past the bottom of the window that could be part of the problem). ->alemate@ to address the list size in OOBE.

Steven, the problem seems to still be there, and it doesn't seem to be OOBE-specific. What do you think about this issue?

alemate@ - Are you seeing this on a device? On Linux we get fat scrollbars, but on a device they are thinner so that the overlap is less noticeable. The overlap itself is WAI as far as I am aware.
