Steps To Reproduce:
(1)Go through OOBE

(2) On the "Connect to Network" screen try scrolling using touchpad


Expected Result: Scrolling should be smooth and no flicker

Actual Result: Flickers and scrolling is not smooth 


How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)


What is the impact to the user, and is there a workaround? If so, what is
it?
