PRESUBMIT to prevent manually updating perf buildbot json |

Issue descriptionWe have already had a few issues where chromium.perf.json and chromium.perf.fyi.json are manually updated instead of generated with generate_perf_json.py. Add a presubmit check that runs generate_perf_json.py and makes sure the output matches the proposed changed. |
