What steps will reproduce the problem?
(1) Visit chrome://histograms/ in a new tab and search for MainThreadWheelScrollReason
(2) Visit http://output.jsbin.com/micomazipi and scroll
What is the expected result?
When scrolling through a webpage, either reason 0 or reason x (in this case reason 6)should be increased to indicate that whether the scrolling is handled by main thread or not.
What happens instead?
On Linux machines (Both OSX Sierra and Windows 7 work correctly), none of the reasons increases.
